The runtime-extra-platforms failures are unrelated. GC_Features crash is present on rolling builds (https://dev.azure.com/dnceng-public/public/_build/results?buildId=1013909) and tracking issue was created #114631. |

Backport of #113313 to release/9.0-staging

Currently, we are using osx.1200.amd64.open and osx.1200.arm64.open for dotnet/runtime Apple simulator and MacCatalyst jobs. Since macOS 12 is after its EOL, we should migrate to queues with newer macOS version.
iOSSimulator, tvOSSimulator, MacCatalyst pipelines are migrated to:
Disabling failing tests against tracking issues.

IMPORTANT: If this backport is for a servicing release, please verify that:
Package authoring no longer needed in .NET 9
IMPORTANT: Starting with .NET 9, you no longer need to edit a NuGet package's csproj to enable building and bump the version.
Keep in mind that we still need package authoring in .NET 8 and older versions.
