This PR upgrades the Helix container base images from Ubuntu 20.04 to Ubuntu 22.04 to address the Ubuntu 20.04 EOL.
- Updated Docker image tags for Linux arm64 queues to use ubuntu-22.04-helix-arm64v8
- Adjusted both public and internal Helix queue definitions
eng/pipelines/coreclr/templates/helix-queues-setup.yml:73
- The queue display name still references Ubuntu.2004.Arm64.Open even though the image is now ubuntu-22.04. Consider updating it to Ubuntu.2204.Arm64.Open to avoid confusion.
