This cuts a new release of sphinx-togglebutton, and also updates our changelog infrastructure a bit.
This also removes MyST-NB from our documentation build chain, because it depends on sphinx-togglebutton and pins the upper version, so if we bump the minor version of sphinx-togglebutton, then try to install myst-nb, it creates a dependency conflict.
