Merged upstream fixes:
- PointCloudLibrary/pcl#6464 — supported PLY output for polygons with more than 255 vertices; #6465 — rejected out-of-grid voxel coordinates before they could alias valid cells.
- kornia/kornia#3982 — contributed the fix preserving dtype when converting quaternions to rotation matrices.
- fsspec/filesystem_spec#2102 — kept block caches usable after pickling.
- pylessard/python-can-isotp#160 — handled reserved STmin values per ISO 15765-2.
