Adds localclound integration for running tests on emulated cloud services than relying on actual google cloud resources. to enable all developers.
Related issue: #6938
The new GitHub Actions job supports manual runs; pull-request runs require repository Actions variable LOCALCLOUD_CI_ENABLED=true. See docs/how-to-guides/localcloud.md for setup and service scope.
Validation done: 3 selected service tests passed; 3014 regression tests passed. Both commands were replayed using fresh LocalCloud containers after removing the redundant files.
