This pull request updates the Firebase Data Connect local toolkit to version 3.4.6, updating the version, checksums, and download URLs for all supported platforms in downloadableEmulatorInfo.json. A corresponding entry was added to CHANGELOG.md. Feedback was provided to use the short format for GitHub issue references in the changelog to maintain consistency with existing entries.
