DDR init blob and Maskrom USB loader are always pulled from rkbin, not only when USE_BL31=vendor. The vendor BL31 is the only conditional part. Update the description accordingly. Fixes flipperdevices#76 (comment)

DDR init blob and Maskrom USB loader are always pulled from rkbin regardless of USE_BL31 — only the BL31 binary is conditional. The previous description said "used when USE_BL31=vendor" which implied the whole repo was optional.
