Declining: the uv_build>=0.9,<0.13 range is deliberate. The upper bound is what matters — it keeps the sdist from breaking on a future breaking uv_build, and is held one minor ahead of the pinned uv tool. Raising the floor to 0.12.3 would only narrow what a consumer can build with, without changing what this project actually builds against.
