Adds opt-in handover of exactly adjacent, compatible dispatches without suppressing lifecycle events. Reuse requires both caller opt-in and a continuation-capable actor; unknown, ambiguous, refused, or timed-out pairs keep the normal stop/start behavior.
Caller wiring is still required before this changes application behavior. Companion actor support: https://github.com/frequenz-io/frequenz-actor-power-setting/pull/224
