Pull Request Overview
This PR prepares CodeQL packages for the 2.23.6 release by updating version numbers and consolidating change notes across multiple language packs and shared libraries.
- Version numbers are bumped from -dev versions to stable release versions across all affected packages
- Change notes are consolidated from individual change note files into released/*.md files and CHANGELOG.md files
- Individual change note files in the change-notes/ directories are removed as they've been incorporated into the release
