C++ Language Support

• Added a flag --gtest_fail_if_no_test_linked that will cause the program to fail if no test case is linked in (google/googletest@5450174)
• A DistanceFrom() matcher is available for general distance comparison (google/googletest@0bdccf4) and supports a user-defined abs() (google/googletest@4ee4b17)

Notable Changes

• Bazel BUILD files now reference repositories by their canonical names from the Bazel Central Registry (google/googletest@cee1ba1). Users still using the old WORKSPACE system may need to use repo_mapping on repositories that still use the old names.
• Testsuite properties as are now exported as XML elements, not attributes (google/googletest@b4aae50).
