Earlier versions support new analysis summaries, but v2.15.0 improves the quality of the summary messages. Since the improvements are fairly minor, I don't think it's worth renaming the feature flag to prevent earlier versions of the Action from enabling new analysis summaries on v2.14.* CLIs.
