Pull Request Overview
Updates the Dependabot configuration to monitor GitHub Actions in the correct directories, specifically changing from monitoring the root directory to monitoring the .github/workflows directory.

#3140 didn't cover the directories we wanted, so try again. We could try on a fork but it doesn't seem worth it for now.
