Pull request overview
Updates the repository’s CI workflow to determine CodeQL tool versions using the lighter-weight setup-codeql action, avoiding unnecessary database creation during version comparison.
Changes:
- Replace dual ./init runs (and database cleanup) with two ./setup-codeql runs (default vs tools: linked).
- Update the version-compare step to use setup-codeql outputs and compare default vs linked bundle versions.

This saves a bit of unnecessary work creating databases that we don't need.
