This PR follows from #701:

Add SigningAuthCredentials interface
Make AppEngineAuthCredentials extend SigningAuthCredentials and enable signing on AE
Make AppEngineAuthCredentials public as other AuthCredentials classes
Change createApplicationDefaults to return ServiceAccountAuthCredentials if a service account is available
Add constructor to ApplicationDefaultAuthCredentials that takes GoogleCredentials
