Here's an initial pass at the gcloud.pubsub classes and methods... Thoughts?

Perhaps I should have left the comment [DO NOT MERGE] and made it more clear that this is just a RFC.

This is not ready to be merged into the mainline. It's a first pass at stubs, for you guys to comment on so we can figure out what the API should look like before we do lots of work implementing the methods...

Should we have docs, e.g. at least pointers to the API at https://cloud.google.com/pubsub/v1beta1/? Sample usage?

@jgeewax PTAL at #691, which is a docs-only sketch at the "simple path" API.
