This is a quality of life pull request which splits the existing GitHub Action workflow into two distinct workflows:
Note that the trusted provider integration with npm must be updated to account for the workflow file name change before tarball publishing to the registry will work. That can be done after this pull request is merged, but before the release PR is merged.
