What

Verified Completions is the flagship feature and was referenced nowhere in the main README (the discoverability gap from the internal review). Adds an 'Ontologies, Ready to Go' section between Get Started and SDKs: what the ontology registry is, the three-command il quickstart, and pointers to the rule-pack design and benchmark corpus.

Merge order

Independent - touches only README.md. Best merged after #98 so the il commands it documents exist on main, but there is no code dependency or conflict either way.
