Release 0.7.0 — mechanical version bump from 0.6.0 across pyproject.toml, Release Please manifest, Sphinx docs/conf.py, and a new CHANGELOG section for 2026-08-25.
This PR does not change library source; it packages work already merged. 0.7.0 adds OpenFeature tracking via the provider’s track API, flag metadata populated from LaunchDarkly evaluation reasons (variation index, experiment, rule, prerequisite, big segments), and a fix so permanent data source failures are not reported as fatal provider errors.
