This patch sets the minimum iOS deployment version to 9.0, to prevent an error when submitting an app built with Xcode 11.4+

Setting to future as it turns out we don't need to raise the min version from 8 to support storyboards.

@livecodepanos I notice you assigned this to 9.6.3-rc-1 - is there a reason we need to do this now?

If so, this needs rebased (the merge commit shouldn't be here) and the PR and commit titles need updated to include the usual [[ ]] prefix, and the commit message needs an appropriate body.

Is this also something which should have a release note?
