Prepare for release 0.9.8. This is primarily to support the use of subshells (#603) that will be in ipykernel 7.0.0.
I have tested locally and this still works with Matplotlib 3.5.0 (on Python 3.10), so I have not increased the Matplotlib version pin.
Python 3.9 reaches its end of life at the end of this month, so I have retained support for 3.9. I expect we'll increase the minimum Python to 3.10 shortly after this release.
