rc defaults incorrectly interpreted by colorbar #2296
Description
There should be no circles around the colorbar.

The issue is that for reasons that are not clear to me, the outline box of the color bar is drawn with a Line2D object ( https://github.com/matplotlib/matplotlib/blob/master/lib/matplotlib/colorbar.py#L418 ) which should respect the rcparam set here.
I suspect the fix will be to change the outline to be a rectangle patch.
@eyurtsev as a side comment, can you paste the relevant code into the issue text in the future?

It will have to be a polygon, not a rectangle; it's not always rectangular.
changed colorbar outline from a Line2D object to a Polygon object
