[TST] Upcoming dependency test failures #32459
Description
The weekly build with nightly wheels from numpy and pandas
has failed. Check the logs for any updates that need to be
made in matplotlib.

From a quick look, the failure is real, but it may be an unintentional change in downstream tornado, possibly related to tornadoweb/tornado#3768. Needs a closer look.

It looks like this has now been released and spread to all CI.

The failures are all in test_websocket_rejects_cross_origin, which does the rather odd initialization of calling __new__ instead of a normal class construction, so I don't think we can really say this is upstream's fault here.
