Summary
This pull request adds support for building and testing Python wheels on the manylinux_2_28 (glibc 2.28, AlmaLinux 8 / RHEL 8 compatible) platform for both x86_64 and ARM64 architectures. The changes ensure that the build pipeline, Docker image selection, and all related scripts handle the new platform in the same way as the existing manylinux (now clarified as manylinux_2_34) support.
