Motivation and Context

The Python SDK has completed its Tier 1 assessment and meets all requirements. This PR updates the SDK listing page to reflect the Tier 1 classification, linking to the full assessment in #2304.

How Has This Been Tested?

npm run prep passes. The assessment was run using the conformance test suite tier-check tool — full details and reproduction steps in #2304.
