Shorten the mission statement to the template's length and cut filler from the scope section. No change to leads, members, or work items.
Resolves the modify/delete conflict on docs/community/working-groups/file-uploads.mdx (main fixed an OWASP link in a file this PR removes) by keeping the file deleted.
