Announces the Tier 1 assessment (#3247), confirmed by the merge of #3248, together with the completed 2026-07-28 support in v1.2.0, following the structure of the 1.0 announcement post.

Tier 1 was granted on the commitment to support the next specification revision (currently 2026-12-15) by its release date, since the stable release supporting 2026-07-28 shipped about two weeks after the specification release. The post states this commitment instead of claiming that spec revisions are picked up within days.

Ruby is listed as the sixth Tier 1 SDK, after Rust was promoted to Tier 1 on 2026-08-21.
