Motivation:

The decompressor migration tracked in #16743 is being split out of
#15667 into smaller, independently reviewable pieces. The core
`Decompressor` API and the first implementation landed in #16745, and
bzip2 is one of the remaining per-format decompressor implementations.

Modification:

- Add `Bzip2Decompressor`, adapted from the existing `Bzip2Decoder`
state machine to the new pull-style `Decompressor` API.
- Add `Bzip2DecompressorTest`, using the shared
`AbstractDecompressorTest` contract with `Bzip2Encoder`.

Result:

Bzip2 can now be decompressed through the new `Decompressor` API.

Verified with:

- `./mvnw -pl codec-compression -am verify`
