This PR introduces a new CLI flag, --test-skip-pattern.

"A regular expression that configures the test runner to only execute tests whose name don't match the provided pattern."

I Integrated the latest main changes in 4d99e2c (as the file was changed), so I hope that went well.

Okay, @MoLow,
I made most of the suggested changes.
At the end of the day, I will:

Squash (and change the commit message to test_runner: ...)
Generate the snapshots
Fix the Node tests (Ninja crashed, so the full build is currently running on my machine)

Logistically, I am unable to perform those operations now (sorry).
