Acting on the valid findings from the PR bots, each verified first.

- engines.node ">=22" -> ">=22.17". fs.globSync landed in 22.0.0 as
  experimental and was marked stable in 22.17.0 (nodejs/node#57513), so
  the declared floor let consumers hit an ExperimentalWarning on every
  build. Kept node:fs rather than restoring the glob dependency; the
  "micromatch semantics" part of that report is wrong, node uses its own
  minimatch-derived matcher.
- Move save-exact from .npmrc to pnpm-workspace.yaml as saveExact.
  pnpm 11 does not read it from .npmrc, confirmed by `pnpm config get
  save-exact` returning undefined before the change and `saveExact`
  returning true after, so the pinning was silently doing nothing.
- verify-build: add `synchronize` to pull_request types. Fork and
  dependabot PRs cannot fire the base repo's push trigger, so new
  commits on them were going unverified. That overlaps push for in-repo
  branches, so key concurrency on the head sha to cancel the duplicate
  run instead of doubling CI minutes.
- publish: rename the "Lint, typecheck, test and build" step to match
  what `pnpm dist` does. Did not restore `pnpm build` to the dist
  script as suggested: prepack builds at publish time and verify-build
  runs build as its own step, so that would just reinstate the double
  build removed earlier in this branch.
- readme: restore the ESM-only note. The package really is ESM-only
  (exports exposes only "import", tsdown emits esm), so CJS users had no
  pointer to 3.x. Also restored "zero dependencies" in the description,
  true again now that glob is gone.
- webpack-runner: the watch callback fires asynchronously on every
  rebuild, so throwing in it escaped the test as an uncaught exception
  and left waitForEmit() hanging to its timeout. Record the failure,
  reject any pending waitForEmit(), and rethrow on cleanup for failures
  that arrive with nothing pending. Verified with a deliberately broken
  entry: the test now fails in 330ms with the webpack error instead of
  timing out.
- Name the negative-case sleep NO_REBUILD_WINDOW_MS with a comment.
  Kept a fixed window; polling for stability still needs one, so this
  addresses the unexplained constant without trading runtime for
  flakiness.
