Ports testEnvCleanup.js and adds the envCleanupWrap binding.
Wrap finalizers that survive to environment teardown only run as the environment goes away, so the work happens in a spawned child and the parent checks which finalizer lines reached stdout. Gated on runtimeFeatures.spawn.
Stacked on #72 - review that first.
