According to this page, .NET Framework 4.5 is no longer supported. This PR upgrades the .NET version to 4.8.
There is also a minor bug causing null pointer exception on start up. It was fixed in this commit.
I briefly tested on Windows 11, Intel CPU, Nvidia GPU, everything works fine. Might need people to test on other hardware.
