Readies for a 2.2.1 release primarily to deal with Skia dependency problems on mobile

I would be more specific in the comment here. It seems like DotNet.ReproducibleBuilds has been added, SixLabors.ImageSharp.* and SkiaSharp have been updated, NUnit and related dependencies have been updated.

target net6.0 seems to remain in some of the projects (OxyPlot.SkiaSharp.Wpf, OxyPlot.SkiaSharp, OxyPlot.WindowsForms, OxyPlot.Wpf.Shared, OxyPlot.Wpf, OxyPlot)

I suggest to remove net6.0 from all projects for consistency.
Update the CHANGELOG.md with more details on dependencies changed.
The introduction of DotNet.ReproducibleBuilds should be a separate issue, I don't see any records of that decision.

@objorke thanks for the comments and keeping me from being lazy

Shall put a separate PR together to remove the remnants of .NET 6, and look at exactly what changes with DotNet.ReproducibleBuilds: I believe it's considered best practice these days, but odds are we already covering most of what it does manually so agree that does warrant proper consideration.
