What do you think Paul, this PR could add / copy incidentphoton from openmc into endf-python package and then one day we could remove it from openmc.
The only things not ported are bremsstrahlung and Compton profiles loaded from external data files (BREMX.DAT, compton_profiles.h5, density_effect.h5) those aren't ENDF/ACE data, so they don't belong in an ENDF parsing library.
this is unfortunately a large PR, sorry about that
