Fixes PHPBB-17691.
Private message action buttons are hidden on responsive/mobile view because ucp_pm_viewmessage.html does not provide the responsive post-button menu used for regular posts.
This change reuses the existing responsive post-button structure so Edit, Delete, Report and Quote remain accessible on small screens.
