Bug fixes that had a quiet thread or a red CI stayed behind in the closed commitfest, where nobody looks for them. Álvaro pointed out on pgsql-hackers that bug fixes get lost in closed commitfests. The auto-move rules skip a patch when its thread is quiet or its CI has been red for too long. Nobody looks at closed commitfests.

This moves every open patch tagged Bugfix to the next commitfest at close, whatever its activity or CI state. Other tags change nothing. The help page now says so.
It only affects future closes. The Bugfix entries that were left behind in PG19-Final, PG20-1 and PG20-2 have been moved by hand.
Three new tests. A quiet Bugfix patch is moved, a Bugfix patch with long-failing CI is moved, and a quiet patch with another tag is not.
