feat: add Xbox XISO support, release automation, and bump to 3.0.0

- Mount Xbox XISO disc images (.iso/.xiso/.cso) via XISOSharp with
  path-backed keep-open explorer reads and a stream-backed fallback
- Harden ZArchive: extended-length names, corrupt-block failure instead
  of truncated caching, node-based entry opens, cycle-safe iteration
- Harden XISO enumeration against cyclic directory tables; dispose the
  explorer handle when a damaged image fails mid-enumeration
- Centralize startup banner format lists and add .zar/.iso/.xiso/.cso to
  ArchiveFormats detection, filters, and error messages
- Add GitHub Actions CI, an approval-gated release workflow producing the
  release_<version>_<Variant>_win-<arch>.zip bundles, and docs -> wiki sync
- Add scripts/package-release.ps1 used by CI and local packaging
- Track WhatsNew.md again; bump all projects to 3.0.0
- Fix the flaky AppSettings test via the Settings file xUnit collection
- Update ReadMe and docs for the new formats and automated releases

Tests: 1,245 passing. Release build warning-clean.
