Update uv_build version to 0.12.0

This selects the 'append only' choice from the acceptence of PEP 808.

I started this by hand, then tried Claude Opus 4.8, feeding PEP 808 into the context, and it did a better job of finding places that needed updating than I did, so I ended up using that as the base, editing it to the current form.
