Bug report

The Tools/build/check_capi_macros.py forgot to add PC/pyconfig.h, which means that the PR in future can still add invalid macro names in this file, which may effect windows users.

I just add #define INVALID_MACROS in PC/pyconfig.h to test it, but the script says all right.
