Haven't fully validated this yet, but did the initial changes. I don't see an easy way to avoid having a second copy of zlib specifically for Tcl, so I guess we just have to include it, but I'm pretty sure that's all handled here.

This is probably good enough to ship in an alpha.

Basic testing (including fresh install on a clean machine) was fine, so will merge and we can get more feedback during alpha.
