Backport the changes from gh-111062.
I kept the changes for the reusable workflows as similar to main as possible, to avoid future conflict, so they include some free-threaded handling.
But the top-level workflows do not have the build_[OS]_free_threaded jobs, so no free-threaded jobs are used.
