gh-131268: implement thread names on OpenBSD

Although gh-131268 was initially about double-checking _PYTHREAD_NAME_MAXLEN values for *BSD operating systems, it was also noticed that the current implementation was inoperative on OpenBSD. This pull request intends to fix this.

Most changes to Python require a NEWS entry. Add one using the blurb_it web app or the blurb command-line tool.

If this change has little impact on Python users, wait for a maintainer to apply the skip news label instead.
