This issue requests revisiting the t-string section of "What's New in 3.14" now that t-string docs are starting to take shape.
I took a pass at this. It echos the latest wording elsewhere in our docs.
I wonder (a) if it's a little too HTML-centric (the current text is HTML-centric, too), and (b) if the lower_upper() and html() examples are similar enough that we only need one of them.
