For python/core-workflow#587.

The readthedocs/actions/preview is deprecated, and uses the pull_request_target target which can be insecure.

Merging this means we don't get the edited PR messages with a preview link. Let's replace it with the Read the Docs app, which leaves a comment with the preview.

For example: #149109 (comment)
