The change landed in the 3.16 cycle, so use 3.16 explicitly to match Doc/c-api/type.rst. Say outright that _clear_type_cache() is a no-op and drop the description of what it used to do, as suggested by picnixz. _clear_internal_caches() still invalidates tier 2 executors and unused TLBC, so only its type cache note changes.

sys._clear_type_cache() and sys._clear_internal_caches() still say they clear the type cache. They stopped doing so when PyType_ClearCache() became a no-op, and only the C API page was updated at the time.
This adds the same note to both, matching the wording already on Doc/c-api/type.rst.
