Add support for the "*" marker in Doc/tools/removed-ids.txt, which excludes all IDs of a page from the check-html-ids.py check.

Keep Doc/library/dialog.rst as an :orphan: stub page, so that existing links to library/dialog.html keep working after the rename in #151656. It points to the new page and lists the four modules documented there, so that deep links into the old page land on something useful.
check-html-ids.py now accepts * in place of an ID in removed-ids.txt, excluding all IDs removed from a page. It is needed here because the stub keeps the page alive, so the (page missing) marker no longer applies to it. The two markers stay distinct: * forgives the moved anchors, while removing the page itself would still be reported.
