Partial backport of GH-158874: only the Python/remote_debug.h change. The flamegraph part does not apply, Lib/profiling does not exist on 3.14.
Fixes the TestMetadataDegradation failures on the x86-64 MacOS Intel ASAN NoGIL 3.14 buildbot reported in gh-154194:
