This PR:

puts all tests into a common structure so that only utility scripts stay inside tools:

│   ├── functional
│   │   ├── data
│   └── unit
│       ├── data
│       ├── objects
├── tools

Uses pytest as the test runner for unit tests (but keeps unittest Testcases for now)

This makes one huge testcase but it can be split up later maybe so that features can start to be picked up by pytest as they are moved from EE tiers into core etc.

This is just a first step before breaking them down.
