Hi! I think having something like blacken-target-version instead of a py36 special case would be more preferable.
I can make the blacken-allow-py36 a deprecated special case if you want to, or I can have it simply deleted. Let me know which way you prefer

Thanks for the PR! We will need to keep blacken-allow-py36 For compatibility, even if it is marked as deprecated.

Emacs has a facility to mark a variable as deprecated (obsolete). Let's use that for blacken-allow-py36.
