Summary

Adds Outcome Force Multiplier as product doctrine instead of a numbered pattern.

Why

The original #27 idea is strategically important, but it did not fit the current pattern validator. This PR preserves the valuable product concept: artifacts should move the user from confusion to decision to execution.

Changes

  • Adds docs/OUTCOME_FORCE_MULTIPLIER.md.
  • References it from make flow, Quality Bar, Pattern Guide, and Interactive Capability Routing.
  • Adds a scenario for turning ambiguity into prioritized action and strategic exclusion.

Validation

  • scripts/validate-commands.sh
  • scripts/validate-scenarios.sh
  • scripts/validate-golden-artifacts.sh

Rollback

Revert this PR. The repo keeps the existing effectiveness/routing/audit behavior but loses the explicit product doctrine.

Supersedes #27.
